Summary
Arnett, a prominent A.M.E. cleric and at this time bishop of South Carolina and Georgia, speaks about the founding and development of the U.S. by both black and white races. He also favors further U.S. expansion abroad in the name of spreading American civilization, using the settlement of the Northwest Territories as an example of the triumph of civilization over barbarism.
