Admits destroying records. Washington, D.C., March 10. Mayor Daniel J. Shields, of Johnstown, PA., today told the Senate Civil Liberties Committee he had destroyed the records concerning the payment of approximately 500 special officers sworn in during the "Little Steel" strike last summer.
