Carnegie Institute Head says U.S. should advance research as defense measure. Washington, D.C., Jan. 17. Richard C. Patterson, Jr., Assistant Secretary of Commerce, and Vannevar Bush, President of the Carnegie Institute here, photographed before the hearings of the Temporary National Economic Committee.
