Civilian protection. An effective means of extinguishing a magnesium incendiary bomb is to come up over it with a sandbag protecting the face, then drop the sandbag squarely over the incendiary. The heat burns through the burlap, releasing the sand. The sand covers the entire bomb, checking off the air and extinguishing it
