Completing a preliminary investigation of Life Insurance Companies for the Securities and Exchange Commission, Gerhard Gesell, who served as the SEC's Chief Counsel in the investigation of the Richard Whitney case, and Ernest J. Howe, SEC Chief Financial Advisor, have begun to prepare the material which they will present at public hearings of the Monopoly Study Committee in January. Questionnaires, designed to disclose the corporate set-up of the companies, were sent to 406 life insurance firms. All but about 35, who were given extensions of time, answered and returned them to the SEC by Oct. 1, 11/4/38
