Crowd jams Senate hearing room to hear former Secretary of State criticize Neutrality Act. Washington, D.C., April 5. Before a well packed hearing room today former Secretary of State Henry L. Stimson warned the Senate Foreign Relations Committee that the present Neutrality Act is an instrument which may make the United States the next victim of attack.
