Summary
Hamilton Fish was secretary of state under President Grant, 1869-1877. Here Fish describes President Grant reading a "rough draft of his prepared inaugural" before his Cabinet. The Cabinet members suggest that the president make only "general statements" which should shorten the speech considerably.
