$1000 to Jack Smith. Washington, D.C., Aug. 1. Appearing before the Senate Civil Liberties Committee today, James S. Torbic, Industrial Relations Chief for the Newton Steel Plant at Monroe, Mich., explained a $1000 item charged on the account as paid for special expenses and supplies in September 1937. He said he paid the amount shown to an individual known to him as Jack Smith who had provided him with inside information on union activity. "You are all going to get a laugh out of this" Torbic said. "I think this man was trying to blackmail me and did," 8/1/38
