Dr. Townsend happy over pardon. Washington, D.C., April 18. Shortly before he was to be transported from the U.S. Marshall's office to the D.C., jail today to serve a 30-day sentence, Dr. Francis E. Townsend, old-age pension planner, was notified of his pardon by President Roosevelt. He is pictured displaying the pardon to newsmen and passerby at the courthouse, 4/18/38
