Four Freedoms and Arsenal of Democracy posters. This worker is completing the border on the 15 x 30 foot Arsenal of Democracy photomontage. On the other side of the scaffolding was the Four Freedoms panel, equal in size. The two were displayed in Defense Square, Washington beginning November 7, 1941. Designed for the Office of Emergency Management (OEM) by the eminent poster artist Jean Carlu, they were shown first in New York and after the Washington showing went on a tour of many cities throughout the nation
