Frequent high water which flooded cellers sic and often lower floors, taught the people living on the island to buil their homes high enough to escape the frequent floods. Now at low water periods the entire town looks to be standing upon stilts. The American Red Cross is caring for several hundred Russian refugees in the village at the present time and their tents and temporary shelters have all been placed upon the highest ground available to escape the high water
