Finally the Vice President signed the Neutrality Bill that has been hanging fire for the last few days because of the shipments all ready to go to Spain through some parlimentary tie-up the Vice-President had to wait 24 hours before he could sign the same and present it to the White House for President's Roosevelt's signature.
