Summary
Inscription on recto: "Philadelphia, March 27, 1827. Charles Bulfinch, esq., Sir: I have delayed replying to your [...] of the 23rd Inst., to annex a sketch of the Gate at the Bank of the U. States, which I hope will be understood, I will have your order for the railing executed and forwarded as soon as possible. Yours, respectfully, Samuel Richards".

Drawing has not been definitively attributed to Bulfinch, but has sometimes been credited to him.
