Lost: a cold water pipe. Washington, D.C., Sept. 5. Seeking a "lost" water line running from the house office building through the Capitol, workmen are digging up the Capitol ground with a steam shovel. When they find the pipe, they will make a connection in order to supply chilled water for the air conditioning of the Senate office building.
