Illustration for story "A New Organization Department" [at the National Woman's Party headquarters in Washington, D.C.]. The article describes Needham as "a young woman of tact and charm as well as executive ability." Needham, who was originally from Illinois, systematized reports from state chairmen and organized programs, socials, and speaking events at the Cameron House NWP headquarters for visitors to the Capitol, including, in 1917, feminist Charlotte Perkins Gilman and Rhode Island legislative chairman Mrs. Edwin Smith.
