NLRB Investigating Committee looks into American Radiator case decision by Board. Washington, D.C., Jan. 8. Miss Anne Freeling, NLRB review attorney, who drafted the Board's final decision in the American Radiator case, was questioned today by the Smith Committee Investigating the NLRB as to reasons why the Board changed its first opinion in the case. The case centered about the question of whether or not a shutdown at the Litchfield plant in May, 1937, was an illegal lockout or a shutdown for business reasons.
