Shafer, contractor of Philadelphia, has been like the proverbial "bull in a china closet" at the Small Business Conference since yesterday. Restrained by police from making a long-winded speech and later ejected from the meeting yesterday, shafer showed up this morning literally decorated with signs intended to heckle the delegates.
