Ham Fish, R. of New York, saw no reason why Japan should not be given equality in Naval Armament with U.S., testifying in opposition to Presidents Roosevelt's $800,000,000 naval authorization program, Fish said Japan repeatedly has said she would be willing to give up battleships and airplane carriers because they are offensive weapons, 2/14/38
