Senate Committee told railroads should spend 3 billion in the next five years for habilitation. Washington, D.C., Dec. 12. Appearing before the Senate Finance Subcommittee today, R.V. Fletcher, General Counsel for the Association of American Railroads, asserted that railroads should spend approximately $3,000,000,000 during the next five or six years for plant and equipment rehabilitation.
