Senator addresses Jewish Congress. Washington, D.C., Nov. 29. Senator Capper, Republican of Kansas, speaking before the American Jewish Congress during its two-day meeting here at the Willard Hotel. In his address, Senator Capper spoke strongly in favor of the bill now pending in Congress making it unlawful to "teach on advocate principles of government based on discrimination against individuals of any particular race or religious creed"
