Significance: Staff Residence No. 1 (Building 15) is one of seven staff residences built in the American Foursquare style and based on a standardized plan. It is significant as a context structure that contributes to the broader historic character of the St. Elizabeths West Campus. As a structure allowing key staff to reside on the campus as part of a community with the patients, the building is notable as it exemplifies the humane care for the patients that was a key aspect of St. Elizabeths Hospital's philosophy. The incorporation of a single-family residence among the patient ward buildings supported the concept of cottage-style planning. The construction of multiple detached residential-scale buildings as staff housing contributed to the residential character of the campus.
