The national elections bill : speech of Hon. John M. Langston, of Virginia, in the House of Representatives, January 16, 1891

Langston was an African American congressman from Virginia. In a somewhat rambling way, he speaks in favor of an elections bill that would protect blacks and whites who wanted to vote Republican from intimidation by Democratic Party members in the South.
