Summary
Cartoon shows Benjamin Franklin standing, center, holding a copy of the "Plan" which calls for draining of the "British Ocean" to facilitate an invasion by French troops; in his other hand are strings connected to the noses of four members of the cabinet, the king, and a clerical figure; while they comment on the "Plan" and their respective roles, Franklin, controlling the strings, laughs.
