Francis Biddle, until today (Friday) Chairman of the National Labor Relations Board, is seen here as he was about to enter the White House for a conference with Pres. Roosevelt. Following the visit it was announced that Biddle had formally submitted his resignation on the N.I.R. Board. The N.I.R.B. will itself go out of existence next month. Personal reasons, and a desire to return to the practice of law were given as cause for the retirement. Biddle's name has lately been linked with new possibilities of appointment, perhaps to foreign service, 7/5/35
