Wage-Hour Unit prepares to put act into effect. Washington, D.C., Oct. 22. The Wage-Hour Administration rushed work today on last minute explanations of how industry should comply with the most far reaching attempt since the NRA days to put a floor under wages and a ceiling over hours. Wage-hour Administrator Elmer Andrews, extreme right seated, telling the press he hopes to announce by nightfall the kind of records employers should keep to show conformity with the new law which becomes effective 12:01 A.M.
