The committee of railroad presidents and railroad union officials forming the Railway Labor Management Conference held a session in Washington, December 18, 1942 with Office of Defense Transportation officials to discuss manpower problems. The group agreed to submit recommendations to the ailroad executives' associations and the railway labor organizations. Reading from left to right are J.J.
