Noble, newly appointed Assistant to Secretary of Commerce Harry Hopkins, told newsmen that he thought the key to recovery was to increase business volume. He said that if volume could be increased to a sufficiently high level, tax rates could be lowered without disturbing the government's revenue. 4-13-39
