Says airbase necessary at Guam. Washington, D.C., Jan. 25. Chief of Naval Operation Admiral William D. Leahy today told the House Naval Affairs Committee that development of an airbase on the Isle of Guam is necessary before the Isle is of any value from commercial or military standpoints.
