Bell may succeed McCarl. Acting Director of the Budget, Daniel W. Bell, is considered a possible successor to J.R. McCarl as Comptroller General. McCarl's 14 year term expires next June. Bell is understood to have refused to take the appointment as permanent director of the Bureau of the Budget because it would cost him his Civil Service status, which he has cherished for 15 years. But the term of 14 years as Comptroller General might influence him to case aside his "career" record. In addition to other jobs, Bell is commissioner of accounts and deposits, a position he held when he was drafted to replace Lewis Douglas, the former director of the Budget. Scalp [?] demanded by seaman's union. Washington, D.C., Oct. 26. The ouster of Dan S. Ring, (above) personnel officer of the Maritime Commission, and Joseph P. Kennedy, Chairman, has been demanded in a resolution sent President Roosevelt by the Baltimore Branch of the National Maritime Union. The demand is the outcome of the Maritime Commission's action in helping to end a seaman's strike aboard the steamer Algic, a Government-owned boat currently at Montevideo. Chairman Kennedy ordered the Algic Mutineers put in Irons at the time of Montevideo trouble. Ring is accused of "prejudice and bias" toward the Union. Ring, a former Washington newspaperman, was a WPA official in New York City until his appointment to the Maritime Commission. 10/26/37

Ben Greay, so-called 'mystery' employee of the Associated Gas and Electric Co., pictured as he arrived at the Securities and Exchange Commission today for questioning. Grey, who was on the utility's payroll at $5,000 a month for 11 months, told the S.E.C. that the White House made an appointment for him to see Frank R. McNinch, then head of the Federal Power Commission. He would not say who at the White House arranged the appointment but did not admit that he spent an hour with McNinch and told him that Associated Gas and Electric Co. would be willing to spend as much as $150,000,000 for new construction if tax liens would be lifted temporarily so the company could refund certain securities.
