Four Freedoms and Arsenal of Democracy posters. District of Columbia commissioner J. Russell Young, Colonel Lemuel Bolles, District of Columbia director of civilian defense, addressed the throng on hand to witness the unveiling in the nation's capitol of the 15 x 30 foot photomontages entitled "The Four Freedoms" and "The Arsenal of Democracy." These were designed for the (OEM) Office of Emergency Management by the eminent poster artist Jean Carlu and were first seen in New York. From there they came to Washington where they were displayed for a month beginning November 7, 1941. Then they were sent out for display in various other cities around the country. These panels display a novel new montage technique used only once before. Tha panels, entitled Arsenal of Democracy and the Four Freedoms, measure 15 x 30 feet each and were designed for the Office of Emergency Management (OEM). Both are now on display at the National and Civilian Defense Exposition in New York and will shortly be seen in a number of other cities. These panels have been the center of much discusssion, having been prepared by a revolutionary new technique used only once before in photomontage work

On hand for the Washington unveiling of the Four Freedoms and Arsenal of Democracy posters in Defense Square, Pennsylvania Avenue and 14th Street, NW, were the local civilian defense leaders Colonel Lemuel Bolles; District of Columbia Commissioner J. Russell Young; Mrs. Bolles and Mrs. Young. The two montages, designed for the OEM (Office of Emergency Management), in accordance with a new technique by the eminent poster artist Jean Carlu, were seen first in New York, shown for a month in Washington, beginning November 7, 1941, and are now on a tour which will carry them to cities in every part of the country. Each is fifteen feet high and thirty feet long

"Open the doors," says Jean Carlu, eminent poster artist, to Manager Sloan of the National and Civilian Defense Exposition at New York's Grand Central Palace. In the background is part of the 15 x 30 foot poster Carlu designed for the Office of Emergency Management (OEM). The panel shown represents the Arsenal of Democracy while another of equal size is entitled The Four Freedoms. These panels, designed according to a technique in photomontage used only once before, will be seen in a number of cities from coast to coast

Four Freedoms and Arsenal of Democracy posters. This worker is completing the border on the 15 x 30 foot Arsenal of Democracy photomontage. On the other side of the scaffolding was the Four Freedoms panel, equal in size. The two were displayed in Defense Square, Washington beginning November 7, 1941. Designed for the Office of Emergency Management (OEM) by the eminent poster artist Jean Carlu, they were shown first in New York and after the Washington showing went on a tour of many cities throughout the nation
