Federal Housing executive promoted. Washington, D.C., May 12. Frederick M. Babcock has been named Director of the newly established Underwriting Division of the Federal Housing Administration. Babcock, Chief of the Underwriting Section until it was reorganized into a division, has been with the Federal Housing since 1934. Under his direction the Babcock System of Appraisal was established and the Babcock Manual on this subject has now become accepted as standard generally throughout the United States. He is a native of Illinois and a graduate of Northwestern University, 5/12/1937

Ben Stephens tramped six miles into De Land, Florida three times a week last fall to attend the city's vocational school, established to provide workers for the community war-production pool. He welds, runs an acetylene cutting machine, and doubles in brass on woodworking and the assembly line in the Babcock plant, prime contractors of the pool. He plans to put his sixty-five-year-old father on the job as his helper when he is fully trained. Stephens, forty-four and a veteran of the last war, was one of eighteen machinists uncovered by a manpower survey of the community

De Land pool. Babcock airplane plant. Interior of the Babcock plant at De Land, Florida. When the Japanese struck Pearl Harbor, this was a dormant airplane plant. It was revived as a community project. Businessmen of De Land pooled their machines and resources, used this plant as a prime contractor to obtain war work, and now are producing over two-million dollars worth of war equipment in it. These motor repair racks, being turned out on a production schedule engineers termed "impossible" two months ago, are being built by former clerks, auto-mechanics and small shop operators who were caught by the impact of the war on their peacetime businesses

Professor Earle D. Babcock of New York University arrives in England on his way to American Red Cross Headqaurters in Paris, where he will be in charge of the new school for Training Red Cross Personnel. On his arrival in London he received a letter which he is seen reading. It was from the officer commanding the American troops on board the great liner on which Prof. Babcock commanded a detachment of Red Cross workers. The letter said, "The work of your Red Cross officers and nurses on board our ship made it possible to save the lives of a number of American soldiers who would otherwise have been lost. Please accept this expression of our deep and lasting sense of obligation." The reference is to a large number of influenza cases among the soldiers, who were cared for by the Red Cross personnel
