Shafer, contractor of Philadelphia, has been like the proverbial "bull in a china closet" at the Small Business Conference since yesterday. Restrained by police from making a long-winded speech and later ejected from the meeting yesterday, shafer showed up this morning literally decorated with signs intended to heckle the delegates. He was again ejected after shouts of "throw him out" by the delegates, 2/3/38
