Kennedy of the U.S. Maritime Commission, urged stabilization of employer-employee relationship in the Merchant Marine through application of principles of the Railway Labor Act. Acting maritime head busy official. Washington, D.C., Dec. 20. So busy these days is Admiral Emory S. Land, acting Head of the U.S. Maritime Commission, that he generally has lunch served at his desk every day. Land is pinch-hitting for Chairman Joseph P. Kennedy who vacationing in Florida. Reports say that Land will succeed to the Chairmanship in the event Kennedy is nominated as Ambassador to Great Britain, 12/20/37
