Grand jury "killed" union-sponsored program in Harlan County, Ky. Washington, D.C., April 27. Appearing before the Senate Civil Liberties Committee today, former Rep. John Young Brown related how a union-sponsored radio program, designed to give publicity to the conditions in "Bloody Harlan" County, was destroyed because the Harlan grand jury threaten to summon all participants in the program. And fall. Washington, D.C., April 9. Weather Bureau observers stationed along the principal rivers of the United States soon will be able to follow the rise and fall of nearby river merely by picking up a telephone and dialing a given number. Preliminary trials for the last few months here show that a new automatic sound river gauge effectively and economically supplies the facts weathermen need in forecasting floods and supplying other information on river conditions for many interests. More weather bureau stations will install the new gages as fast as possible. (1)A river gauge on the Potomac River in the Capitol, where formerly a U.S. Weather Bureau Scientist had to go to this gauge box to take a reading on the river's height, all he has to do now is to pick up his telephone, dial the number of Potomac River, listen for a gong, then a buzz and at last another buzz, and then he will know whether the river is rising or falling, 4/9/38

Veteran Polish weather expert joins staff of Smithsonian Institution. Washington, D.C. March 14. With home, laboratory, and invaluable records of years presumably lost in the recent Polish War, Dr. Henryk Arctowski, of the University of Lvov, one of Poland's foremost scientists and former Antarctic explorer, has started at the Smithsonian Institution the monumental job of determining direct effects of changes in the Sun's radiation on weather conditions on Earth. Recognized in all countries as one of the greatest living authorities on world weather, Dr. Arctowski is continuing his studies in efforts to find relationships between solar conditions and rainfall, barometric pressure, etc., at various places on Earth. His earliest meteorlogical observation began as a young geologist on the Antarctic exploring ship Belgica in 1897-99. For release morning papers of March 18 - 40

First Chinese seamen granted shore leave in wartime America. Chinese seamen on United Nations' vessels may now obtain shore leave in American ports. Heretofore, because of the large number of desertions by Chinese crew members, alien seamen of Chinese nationality have been detained on board when their ships touched American ports. As a result of conferences between representatives of the Chinese Embassy, the Recruitment and Manning Organization of War Shipping Administration, and the Immigration and Naturalization Service of the Department of Justice, Chinese seamen may now be granted shore leave if guarantees are given that they will not desert. After delivering the captain's laundry, this Chinese messboy aboard a British vessel will have his first visit in New York. He is one of a number of Chinese seamen who were recently permitted shore leave for the first time in the United States under wartime conditions
