Study plans for new Capitol auditorium. Washington, D.C., April 30. The downpour of rain during the last inaugural ceremonies has resulted in congressional action creating the Capitol Auditorium Commission in efforts to have constructed an auditorium in which to hold indoor inaugurations or great national conventions.
