Finland drinks a toast. Washington, D.C., Dec. 15. Open House was the order of the day today at the Legation of Finland here. Toasts were drunk to the health of their President Pehr Evind Svinhufvudt [Svinhufvud], who is celebrating his 75th birthday today; Finland also paid her war debt installment due today to the United States, the only debtor nation to do so, which was another reason to rejoice.
