Appearing before the Senate Judiciary Committee today, Edwin Borchard Professor of Constitutional Law at Yale, declared the President's court reorganization plan is a "speculative leap in the dark unless a revolution in the attitude of the judges toward the constitution is anticipated". Prof. Borchard further declared the bill is unsound and ineffective and that it should be voted down, 3/31/1937
