Enoch's, Chairman of the Carrier's Joint Conference Committee, today traced the history of collective bargaining of rail unions with the carriers. He asserted that since the 15 percent wage reduction notice was served on the unions, "our employees have refused to face the facts". "We have offered to submit the dispute to an arbitration board, whose decision, by law, is binding," Enoch's said. "The employees refused arbitration. Instead, they took a strike vote." that is why we are here today, 10/7/38

Enoch's, Chairman of the Carrier's Joint Conference Committee, today traced the history of collective bargaining of rail unions with the carriers. He asserted that since the 15 percent wage reduction notice was served on the unions, "our employees have refused to face the facts". "We have offered to submit the dispute to an arbitration board, whose decision, by law, is binding," Enoch's said. "The employees refused arbitration.
