McDonald, Chief of the Bureau of Public Roads, Department of Agriculture, seemed to grope for the answers to questions asked him today by the Senate Banking and Currency Subcommittee. Condemnation of 'war hysteria' and defense policies were voiced by leaders of congressional, labor, student, and women's groups. Norman Thomas, socialist candidate for Presidency, urged the establishment of camps in this country to care for European refugees. He warned against 'hysterical armament economics - unnecessary for the protection of our homes' - and declared American civil liberties had already been infringed upon by 'war hysteria'
