Visits FDR Franklin Delano Roosevelt ... and resigns. Francis Biddle, until today (Friday) Chairman of the National Labor Relations Board, is seen here as he was about to enter the White House for a conference with Pres. Roosevelt. Following the visit it was announced that Biddle had formally submitted his resignation on the N.I.R. Board. The N.I.R.B. will itself go out of existence next month. Personal reasons, and a desire to return to the practice of law were given as cause for the retirement. Biddle's name has lately been linked with new possibilities of appointment, perhaps to foreign service, 7535

Stalin, Union of Soviet Socialist Republics; Prime Minister Winston Churchill of Britain; and W. Averrell Harriman, representing President Roosevelt. The three men met in the middle of August, 1942, at the request of the Soviet leader, and held a series of conversations concerned with the future conduct of the war. Also present was V.M.
