Private Napoleon Edward Taylor, first member of the U.S. forces to land in Liberia at the request of the African Negro republic, explains how a sub-machine gun, or "Tommy gun," works. Liberia was originally founded in 1821 by Negro freedmen under American auspices. The American forces, chiefly composed of Negro units, are constructing bridges, improving roads, building air bases and strengthening fortifications throughout the country. Edwin Barclay the Republic's President, welcomed the American soldiers by saying "The future of Liberia is inextricably bound up in the victory of those nations fighting for the Four Freedoms annouced by President Franklin D. Four Freedoms and Arsenal of Democracy posters. Ready to go is the huge 15 x 30 foot Arsenal of Democracy montage deseigned by Jean Carlu, eminent poster artist, for exhibition at the National and Civilian Defense Exposition in New York and in many other cities throughout the country. The panel is divided into 2 1/2 foot squares. The artist seems pleased with his work, which is only the second time this particular montage technique has been used. Behind him are figures from the Four Freedoms panel, which equal in size to the Arsenal of Democracy. Both panels were prepared for the Office of Emergency Management (OEM)

Colonel Lemuel Bolles, District of Columbia director of civilian defense, addressed the throng on hand to witness the unveiling in the nation's capitol of 15 x 20 foot photomontages entitled "The Four Freedoms" and "Arsenal of Democracy."
