Harriman, Ripley, & Co. owner holds firm never violated banking laws. Washington, D.C., Dec. 12. Testifying before the Monopoly Committee this morning, W. Averill Harriman, Wall Street Financier, asserted and was corroborated by his partner, J.P. Ripley, that the firm of Harriman, Ripley, & Co. set up in 1934, was not established to side-step the Banking Act of 1933. The act divorced securities business from commerical banking in banking houses. He asserts that the firm was set up to provide for the future of those employees of the National City Co. whose investment and underwriting activities were ended by the Act of 1933. In comparison with governmental affairs newsies are small matters. This photo taken in the shadow of the National Capitol where the laws are made. This group of young newsboys sells on the Capitol grounds every day, ages 8 yrs., 9 yrs., 10 yrs., 11 yrs., 12 yrs. The only boy with a badge, was the 8 yr. old, and it didn't belong to him. Names are Tony Passaro, 8 yrs. old, 124 Schottes Alley, N.E.; Joseph Passaro, 11 yrs. old, (has made application for badge); Joseph Mase (9 yrs. old), 122 Schottes Alley. Joseph Tucci, (10 yrs. old) 411 1/2 5th St., N.E. Jack Giovanazzi, 228 Schottes Alley, 12 yrs. old. Is in ungraded school for incorrigibility in school. DAVID FRANKLIN HOUSTIN [sic], CHAIRMAN OF THE N.C.L.C. Mr. Houston was secretary of Agriculture in President Wilson's Cabinet, 1913-1920 and Sec. of the treasury 1920, 1921. He has been active in educational affairs throughout his life and in the promotion of social welfare generally. He has been a teacher and school Supt., a college professor in political and social science; president of the Agri. and Mechanical College of Texas; dean and later president of the University of Texas; Chancellor of Washington University; chairman of the Federal Board for Vocational Education; chairman of the Farm Loan Board; member of numerous official commissions; and a writer of force and distinction on historical, economic and financial topics. He was born in Monroe, Union Co., N.C. in 1866, received the degree of Bachelor of Arts from South Carolina College, and Master of Arts from Harvard. The degree of Doctor of Laws has been conferred upon him by seven different colleges and Universities, including Harvard, Yale and the University of Wisconsin. Mr. Houston says he looks upon his work with the National Child Labor Committee as presenting a great opportunity. It is the same opportunity that is shared by every member of the organization. Shoulder to shoulder with Mr. Houston let us all prove equal to the opportunity which is ours today. AUGUST AMERICAN CHILD. 1921.

The second National Silicosis Conference in a report to Secretary of Labor Perkins today, recommended enactment of X state and federal laws for protection of 1,000,000 Miners subjected to dangers of silica dust. Nominee for Assistant Attorney General questioned by senate committee. Washington, D.C., March 11. Thurman Arnold, nominee for Assistant Attorney General to succeed Robert H. Jackson, pictured as he was questioned by the Senate Judiciary Subcommittee this morning. He declared before the committee that he wanted to "break up monopoly" but believed the anti-trust laws were imperfect. After a short session the committee approved the nomination of Arnold with the understanding that the right to oppose confirmation on the Senate floor would be reserved for Senators Borah and Burke, 3/11/38
