Wellington, partner in the firm of Wellington and Co. told the SEC today that his firm made a unsecured loan on a thirty day note to Richard Whitney and Co. in Sept. 1933, and that the money was not paid for four years. Wellington testified as SEC hearings on the Whitney crash started in Washington, the loan was made while Whitney was President of the New York Stock Exchange of which Wellington is a Governor, Samuel O. Mead, New York; Senator Robert F. Wagner, New York; Jesse Jones, Federal Loan Administrator; Emil Schram, RFC Chairman. President Roosevelt announced a revised measure was agreed upon to utilize resources of the Reconstruction Finance Corporation to gaurantee loans to small business.
