Harriman, Ripley, & Co. owner holds firm never violated banking laws. Washington, D.C., Dec. 12. Testifying before the Monopoly Committee this morning, W. Averill Harriman, Wall Street Financier, asserted and was corroborated by his partner, J.P. Ripley, that the firm of Harriman, Ripley, & Co. set up in 1934, was not established to side-step the Banking Act of 1933. The act divorced securities business from commerical banking in banking houses. He asserts that the firm was set up to provide for the future of those employees of the National City Co. whose investment and underwriting activities were ended by the Act of 1933. Legal dodge on Walsh-Healy Act. Washington, D.C., May 13. L. Metcalfe Walling, Administrator of the Public Contracts Division of the Labor Department, told the Senate Labor Committee today that subcontractors had used a 'legal dodge' to avoid compliance with the Walsh-Healy Act. He advocated amendment to the law to prevent 'evasion,' and said that 'the purpose of Congress to promote good labor conditions and equal competition on government contracts has been thwarted'

New Chief of U.S. Secret Service. Washington, D.C., Dec. 31. Frank L. Wilson was named Chief of the United States Secret Service today by Secretary of Treasury Morgenthau. He succeeds William H. Moran, who retires after 54 years in the service, the last 19 as Chief. Wilson was "Ace" of the Intelligence Unit of the Bureau of Internal Revenue until his appointment as Acting Assistant Chief of the Secrect Service last Sept. 8. Wilson was born in Buffalo, N.Y. May 19, 1886, and received his education in that city
