New Public Contracts Board, Washington, D.C. Oct. 6. Members of the new public contracts board of the Department of Labor met today for the first time shortly after they were appointed by the Secretary Perkins. Hearings will be held immediately by the Board to make findings upon questions arrising under the Walsh-Healey law which went into effect last week and requires that manufacturers and dealers who make future contracts in excess of $10,000 with the Government shall comply with certain minimum wage, maximum hour and other labor conditions in the performance of the contract. Bits and pieces display. Parts needed by U.S. Maritime Commission being inspected at the first OPM (Office of Production Management) permanent exhibit at which samples of needed defense equipment and parts are shown to prospective producers. The exhibit opened on Tuesday, December 23 in the Boatmen's Bank building in Saint Louis, Missouri. Bits and pieces of needed war goods were exhibited by fourty-eight holders of large war contracts and by the Army, Navy and the U.S. Maritime Commission. It is planned to change the articles displayed in this exhibit as some of them become placed under contracts and subcontracts. Representatives of the Contract Distribution Division will be available regularly to advise manufacturers attending the exhibit. Similar routine exhibits are scheduled to open shortly in other cities throughout the country

Citations of Individual Production Merit awarded. The first five citations of Individual Production Merit have been awarded to five war workers, War Production Drive Headquarters has announced. The citation is the highest award conferred for individual achievement. It is granted only for ideas or suggestions that have an outstanding effect on the war effort. Walter P. Hill of Detroit, Michigan, a sales and development manager for the Wolverine Tube Division of the Calumet and Hecla Consolidated Copper Co., developed an idea of prime military importance. All that can be said is that he developed the "overall spum and primer for an ammunition primer which is now being utilized for large manufacturers of primer tubes. This effects a saving of metal, increased production with present facilities and lower overall production costs." The rest has been restricted by military authorities

Cromwell, husband of the wealthy Doris Duke Cromwell, today recommended to the House Ways and Means Committee immediate reduction and ultimate repeal of all forms of income tax. Shown here are the four simple steps in the use of the new lid and metal band closure which will replace the more familiar zinc mason cap--conserving zinc so vitally needed for direct war materials. The Containers Division of the War Production Board (WPB) is encouraging manufacturers to make many millions of these closures available for this year's canning. Jar at the left, having been sterilized, is ready to be filled. Second jar shows the position of the lid immediately after filling, the rubber gasket is placed in between the lid and the mouth of the jar. Third jar: the metal band is screwed on tightly and then slightly loosened and processing begins. After processing is completed, band is tightened again. Jar at the right shows how the band can be removed when the food has thoroughly cooled and the vacuum will hold the lid tightly in place. A truly all-glass package. To open, insert a knife to break vacuum, and lid lifts off easily

Noel Sargent of New York, representing the National Association of Manufacturers, presented an 8 point program of tax revision to the House Ways and Means Committee today. The association asked the removal of the undistributed profits, capital stock, and excess profits taxes to put private enterprise into a movement to stimulate recovery. He presented the program as the association's answer to Treasury Secretary Morgenthau's statement that 'the basic need today is to foster the full application of the driving force of private capital.' Interferometer tests standard gages for automobile manufacturers. Washington, D.C. May 28. I.J. Fullmer of the Bureau of Standards is shown with an interferometer by means of which differences in length are measured in terms of wave-lengths of light to the millionth of an inch. A four-inch square precision gage is being compared for length with the Bureau's standard 4 inch, which is rectangular in shape. These gages are tested against the master gages which the different auto manufacturers check their measuring devices so that the parts of the cars separately made can be, when assembled, fitted perfectly.
