American Federation of Labor President William Green today urged the Senate Education and Labor Subcommittee to amend the Wagner Bill guaranteeing collective baragaining in federal contracts to curtail the "discretionary power" of the National Labor Relations Board. Charges that John L. Lewis 'saw to' the discharge of men to coerce workers. Washington, D.C., Dec. 13. Joe Ozanic, International President of the Progressive Mine Workers of America, testified before the Smith Committee investigating the National Labor Relations Board. He charged that John L. Lewis, as President of the United Mine Workers of America, caused the discharge of five men in the Progressive Union, to 'bring pressure' on other employees to leave the Progressive and join the United. 'The United Mine Workers--and if I've got to use the name of the dictator, John Lewis himself--brought pressure on the employees to force them to sign a petition. They refused. He then saw to it that the coal company discharged five men. The others then did sign the petition resigning from the Progressive Union and pledging loyalty to the United. They did it to save their jobs,' he told the committee

Phillips, Regional Director of the National Labor Relations Board at Cincinnati, was questioned by the House Committee investigating the NLRB regarding a report he made last January to Nathan Witt, Board Secretary, in which he said that the City Editor of the Cincinnati Enquirer 'and my guild friends will doubtless be able to take care of' a series of articles about a board hearing in the case of the American Rolling Mills Co. Asked whether he did not think this was suppressing news about the board, Phillips replied, that was not because he did not take credit for killing the story but for telling the City Editor that it was 'made out of whole cloth, vicious, and full of lies.' He said his interest in the case was to see that 'the truth should be printed about the board'

Francis Biddle, until today (Friday) Chairman of the National Labor Relations Board, is seen here as he was about to enter the White House for a conference with Pres. Roosevelt. Following the visit it was announced that Biddle had formally submitted his resignation on the N.I.R. Board. The N.I.R.B. will itself go out of existence next month. Personal reasons, and a desire to return to the practice of law were given as cause for the retirement. Biddle's name has lately been linked with new possibilities of appointment, perhaps to foreign service, 7/5/35

Washington, D.C., Lee Pressman, C.I.O. counsel, today took issue with the A.F.L. proposals to "safeguard" unions against NLRB "favorism" by providing that the Board's decisions shall not become effective until confirmed by the courts.
