The new Navy "E" pennant flying from a yardarm in correct Navy manner. If the Stars and Stripes are flown in conjunction with this "E" pennant, the former should be on a seperate hoist and should fly above the burgee. The pennant in this photograph replaces the former Navy "E" pennant. "E" is the traditional Navy symbol of a excellande and has been used on Navy ships for years
