PRESIDENT ROOSEVELT ADDRESSES PAN AMERICAN BOARD ON 50TH ANNIVERSARY. WASHINGTON, D.C. APRIL 15. PRESIDENT ROOSEVELT, SHOWN HERE STANDING TO RECEIVE AN OVATION FROM MINISTERS AND AMBASSADORS FROM THE 21 PAN AMERICAN REPUBLICS, ADDRESSED THE GOVERNING BOARD OF THE UNION ON ITS 50TH ANNIVERSARY.
