Holcombe, Painters Union Business Agent, issues instructions to Albert Giacalone[?], striking Union Painter as he began picketing of Union Painters. Cause of the strike is the employment of non-union men by the firm holding the contract for the job. John Philip Wenchel was today named Assistant General Counsel for the Bureau of Internal Revenue, Succeeding Morrison Shafroth, resigned. To aid Uncle Same in collecting the tax on the millions of barrels of beer brewed in this country every year, the National Bureau of Standards has designed a master beer meter for use of the alcohol unit of the Bureau of Internal Revenue, U.S. Treasury. Government inspectors employ this master meter in checking the accuracy of the brewery beer meter to determine the volume of beer brewed. Lovell Parker, (right) tax expert of the Treasury, appeared before the House Ways and Means Sub-Committee today as it began consideration of a general revision of the Federal Revenue Structure. Parker is shown talking to Rep. Frank H. Buck of California, a member of the committee who reported today that he has found wide-spread opposition to the revision of the undistributed profits tax, chiefly because it prevents new corporations from organizing, hampers expansion by old ones, and fail to provide an exemption cushion for those suffering from debt. 11/4/37
