Former Envoy to Germany is last witness before Senate Judiciary Committee. Washington, D.C., April 23. The hearings of the Senate Judiciary Committee on the court reorginization drew to a close today with J. Gould Schurman, former American Envoy to Germany, as one of the last witnesses to oppose the plan. The proposal would rob the court of its world wide fame and divinity, Schurman told the Committee. Administration and opposition leaders on the Committee were in a heated clash today over whether the plan strikes at independence of the high tribunal, 4/23/1937
